Hailing Clap 2.0

Peekaboo, thunder clap can now activate faster with high melee stat and low charge kill with knock out active at 190 melee. The loop is the same as usual: 1. Get a kill 2. Find a spot 3. Clap once someone gets close 4. Pick up Dimond lance and get another free kill 5. Kock out now lets you clap with no charge
